Pros

- Response to COVID has been generally good, stayed at higher alert/telework level than surrounding base - Stepped up to meet the moment for services during COVID, maybe an opportunity to change the rep - Currently, solid director/military leadership in VADM Norton and MG Yee - Pays as well a gov't job inside Beltway with lower cost of living

Cons

- Staid SES and GS-15 staff who need to retire, adapt, or get out of the way - Zero appetite to deal with poor performers, just shuffle problems from team to team - Poor rep across DoD for "failed" projects and services, overpromise and underdeliver - Illogical 2015 reorg construct still in place -- operational programs within development centers, technology development within ops, etc.
