Leadership is unable to create a mission statement paired with values. It's difficult to do your work without these. Political culture based on performative alyship. Even with the addition of new systems, there are too many manual processes. Inefficient roll out of new initiatives. Though they say they are collaborative, every department moves to the beat of their own drum.
