Thank you for this feedback. "Setting clear expectations" is one of the five focus areas for strengthening manager effectiveness in 2019 and beyond. While progress on this front is naturally in tension with your observation about "ever changing work and fast pace," we will continue to support managers with simple tools and resources to make continued gains in these areas. Our just completed employee survey shows a 10% gain in "knowing how I'm performing against expectations" from 74% in 2016 to 84% today. -chris.ernst@gatesfoundation.org
