While annual reviews are used as a means to measure milestones and goal accomplishments, they are also intended to provide rich feedback and to engage in valuable discussion. If you feel your reviews are meaningless, you might want to speak with your manager about getting real time feedback and coaching, which may be more beneficial for your development.
