Only con I would say is the resistance to remote work for more employees. Lots of positions that can be worked remote but management naturally resists that in every corporation because of some bad faith actors ruining it for everyone. I say let people work remote and those who are needing discipline can always get their remote status revoked. No need to punish the many for the actions of a few. Just a small con though as some people NEED to work in the office because of their personalities or simply because their work demands it.
