Center Directors are trained to find any weakness while assessing potential students (their "hot button" issue and pressing that button until the parents are shamed into signing their child up for tutoring programs that cost a small fortune. Students are given work that is less rigorous which results in artificial gains when they're later tested to show their progress. Parents are encouraged to take out high interest loans to pay for tutoring sessions that you've shamed/scared them into signing up for.
