Management generally sees structure as a bad thing, but its clear in some cases they have not done their homework to understand the consequences this is causing. Feedback is encouraged but not always welcomed by upper management and can easily cause one to regret their actions. Upper management boasts how they are open to change, but that is not always the case and can sometimes become uncomfortably defensive. Assumptions (or perhaps they aren't fully listening ) are sometimes made which causes even more problems and frustration.
