It’s hard to move into better positions. Usually there is someone in mind for that position. They don’t care if you are essentially already doing that particular job. Raises aren’t equal to the cost of living. The pay gap between senior employees and the employees on the front line everyday is huge, the wealth can be spreaded. I personally know people who work harder and get paid way less than another department. They are also known to pigeon hole part-time employees.
