Each division within each county department has their own culture. Some places have time oriented work and micro managers . Others have a very relaxed view or invent their own HR policies .Things take a while to be approved due to budgetary issues or pre approval of public dollars. Promotions are usually in-house or management has someone in mind. Some clerical support go above and beyond while others barely do the minimum for the same pay.
