MPM is not operating globally because, having missed the opportunity to structure itself globally when created from GE-Silicones and its JV companies, the operation of the Regions remains disjointed. MPM is trying to restructure globally but is now having to do so during the global economic crisis (= sales are down), when there is substantial over-capacity in the silicone industry (= margins are down) and while carrying debt from the buy-out that created MPM which exceeds annual sales revenue.
