You can learn as your capacity allows it. The hierarchy is not hard to follow as the burocracy is not part of it, the improvement is constant in all processes.
Cons
Is too dependent of USA part in big decisions when a reaction is needed, this is holding back many actions that can make a real difference a problem appears.
