Employees are encouraged to make lateral moves to help them qualify for upward/diagonal moves, but that may not be good advice since it appears more promotions are given to those who have the highest tenure in their latest position or come from outside the company.

Annual layoffs, often occurring around January, contribute to ongoing uncertainty and low morale. Many employees perceive the layoffs as happening in smaller rounds, which adds to the sense that job security is unpredictable. The culture can also feel cliquish, and your experience depends heavily on your manager; some teams foster collaboration, while others are more micromanagement-driven and less receptive to differing viewpoints.
