If you have talent and did not grow up in the area, you will be labeled as the expert. Sadly, being the expert will require you to make up for those who are unaware of what they are doing. There is no standard, so everyone pats themselves on the back for basic achievements, at least based on confirmation bias. Tax payers keep this organization running, no matter how poor the result is. Most live more than 30 miles away from the main Complex. Holbrook is filled with Native Americans wandering around the streets to hitchhike. The town itself is nothing more than a rest stop for road warriors. Salary is 30% below industry standards and the cost of living is not low enough to make up the difference.
