Pros
NAVSEA's mission to build and maintain the fleet upon which the modern Navy relies is incredibly important to the defense of the country and provides a strong sense of mission and engagement.
Cons
As a Government Bureaucracy, there is a clay layer of management between the apparently enlightened and engaged senior leaders and the actively engaged working level which stops communication, cuts people off at the proverbial knees and demoralizes employees who are attempting to break through the Status Quo.
