Competition within the same team to handle the same piece of work has created tension. Groups operate in silos far too often and there's a ton of politics to deal with. Lack of concise direction from executive level - they preach one thing, or get on you for not having built something, then turn around and cut resources/funding for that same thing they were claiming was a priority. Be consistent.
