The issue is a select few managers in production that don't systematically solve production constraints. Some managers were promoted to positions without having a degree or commensurate experience and the immaturity and lack of discipline shows. The famous saying is "Know who to blame and when to complain". A production issue occurs when a part or assembly or consumable item is not where it needs to be at the point a unit begins production. Not the day you need it an it isnt there. Time needs to be taken to accurately track the process in its entirety.
