They don't listen to the people 'on the ground'. They make their decisions at a high level, with plans lacking sufficient detail to work smoothly, then panic when their plans don't work. They also don't give their employees enough information when making changes for the employees to be able to transition through those changes. This disconnect between management and staff is pervasive and continual. They have lost a lot of excellent employees (both staff and management) because of this basic failing.
