Promotions are rare and favoritism rules on the few promotions that do come along. (Scandalous behavoir behind some questionable promotions and lack of African Americans promoted in my tenure) Hard work is rewarded with more hard work but management picks who they want before the position is posted. Can work for or against you depending on how much upper management likes you.
