Disorganized. Not open, honest about what’s happening in the near future for stakeholders. Dishonesty starts with Recruiting. Expectations were high, and reality was they couldn’t deliver on anything promised to the government or their employees. They don’t want to invest in the tools needed and promised to do the job they bid to perform.
