Security requirements are extreme. Government will not allow very much of the technology to go to the benefit of the private sector nor the country as a whole. Sandia uses tax payer money to develop the technology and then seeks to make significant royalties off of it to allow anyone else in the U.S. to use what they have already paid for through taxes paid.
