It's unfortunate to hear of your displeasure with TSP — it goes without saying that you can't please everyone, but we set out every single day to ensure we try — our company values certainly reinforce that.
While it's true that not every one of our employees are full-time employees working towards retirement, there are often times in which a customer will need contract support, and contract by nature is only temporary. Those details are in the job descriptions, and they're discussed in the interviews both with TSP and with our customers. On that note, you were correct — if you're hired as a contractor to work for, let's say "Company X" for a predesignated time frame, you will be on-site at Company X and you will be reporting to both Company X's manager, as well as your manager with TSP.
