Pros
Tons of local jobs were offered to the general public. Some lasted only a few weeks, others lasted almost a year, just depended on what position you were hired into and how well you did your job. Management in local office was great, very productive crew of leaders for the local office.
Cons
Must do a much better job at screening applicants. Someone can just say they can type (doesn't matter if they can/can't, there is no test, just their word that they can), doesn't matter how slow or if they can at all (or if they even know how to operate a computer. Go back to the automated collection of information & payroll data...don't do another paper based Census ever again...I can only guess at how much wasted money was put into the 2010 Census by doing everything like they did 100 years ago
