Senior promotion is based on community and not on performance accross the corporation. Corporate headquarters in the Penagon, leaders are transiant in nature and are not held accountable for corporation performance. Poor resource planning often results in crisis management in the short term. Cannot transition from strategic vision to proper operational planning.
