Upper management doesn't care at all about the facilities or residents. They'll cut your budget to ribbons, but expect better quality. They don't support short staffed locations. Their "values" are a joke. No one lives the values that they try to brainwash you into. Programs are a complete waste of time, anyone can come up with the stupid events they offer. Lies when getting the contract lead to unrealistic in house expectations. They want everything to change and people to do more work without offering any incentive.
