The company would prefer to limit headcount; hire temporary hires; and train over the same material repeatedly, rather than reinvest in current employees and promote internally and reward workers. Culture has changed considerably over the past years, senior management seems no longer concerned with investing in employees, only cutting costs. Benefits are expensive and salaries lag under industry average.
