Initiate perm emergency response personnel. This staff may be engaged in established duties other than ER, but allow desire to do ER at time of hire to become perm. This affords greater excellence via exposure to all types of ER, frequency of engagement in those tasks and provides an opening for active quality control for seamless excellence in providing ER procedures. Thus actively avoiding litigation in some cases and more importantly providing excellence in Inmate medical emergencies.
