Would have to say compensation and benefits.

Cons

Managers have no knowledge or experience relative to the departments they are overseeing. Management will use you and reap the benefits of your efforts. HR is no better. Will interview you for one job and then change the title and job description once making offer. HR also very one sided. Management always wins. Watch out for the sneaky manager prototype.
