Frequent and inconsistent rule changes create uncertainty and frustration. Internal audit procedures feel excessively punitive, seemingly designed to justify lower year-end performance ratings, which in turn reduce bonuses and salary increases. This creates a demotivating work environment where hard work often goes unrecognized. When we communicate with the executives about our concerns, they give a typical politician type of non-answer.
