Six figure engineers would rather manually perform all work than automate or adopt DevOps culture. Goals are set from the bottom up so there is no leadership support.

Some have decided that leading through fear and intimidation is the way to go. HR has no say in the way employees are treated. If the C-Level doesn't like you, or they just want to move salaries from column A to column B, and you're in column A, you're screwed. Extremely manipulative. Some pretty underhanded goings-on there.
