A few years ago they hired an expert physics programmer in Canada to be in charge of Varsapura’s vehicle system since there was no such expertise in China. The poor guy spent two years to get the system up and running from scratch, then the Shanghai people came in and basically told him “good job, we’ll take it over from here” then laid him off. The reasons behind the lay off were multiple folds: first they inherently prefer Chinese speaking people because the leads are all Chinese and it was a pain for them to communicate in English. Second is they grossly over hire to the point where it becomes a disadvantage to finish your tasks nice and early because the leads would have a hard time finding more tasks for you and thus you become at risk of being laid off. Third is their boss's other company Annuttcon (which has its own set of problems not the least of which is — you guessed it — randomly laying people off once they finished their tasks) diverts a lot of his energy & resources so Hoyoverse people suffers.
