      All the structures are in place to support staff, there are some very good people across the organisation,

      Execution is the failure point, upper management are too far removed from the execution level to understand the challenges and there is some toxic culture at the top that ensures the reality does not make it up so challenges are not addresses and solutions are not endorsed, also there are pockets of dysfunction. there is a lot of nepotism and internal promotion, as its not skill or experiance based there is never a fresh perspective, they would benefit from good external hires.
