Administrators and Schedulers were more in charge than program management sometimes Performance Reviews were a Farce - Functional Management took over all ratings and gave the official evaluation (numerical rating) prior to written performance evaluation by employees and program. My functional manager had 350 employees and HR told us he knew the jobs each were performing better than the programs. For example, I received a Outstanding Performance Award for 13 successful missile flights and two days later received a performance evaluation that stated I needed help accomplishing my job. When I questioned the disparity between the two HR told they didn't see a conflict. Even when my program VP questioned evaluation Senior Management stated they would not get involved with employee reviews.
