After the first round everyone was out of pto, so as they continue the employees have to take no work, no pay which nobody can afford, or go on unemployment. They do this so people will quit but that will take a long time. They have no idea how long this will take and a year looks like the best guess. Many slugs that do nothing will be there forever while the experienced people will eventually say to hell with it and move on. It is a bad practice and they will their best. They don't seem to care as long as it saves them a few bucks.
