Hard to find available experienced labor in WNY due to "war on talent".

Management, while it has its own issues, has very little control from corporate. As a remote site, site management is very constrained by corporate functions. HR specifically is a large barrier that doesn’t work to help the site. These corporate functions overstep and make management decisions or prevent management from having the latitude to make decisions. They don’t understand the true realities on the ground and are over stepping into management roles. This control should be with site management and their management. They’ll be experiencing more attrition due to this and it will take years to replace those people.
