As a researcher, not spending days and months writing grant applications is a real plus.

Cons

Budget cuts and ridiculous requirements for any activity like travel to conferences make it difficult to conduct research.

Pros

NIH is not generally affected by budget constraints as is other federal agencies.

Cons

HR, OEODM, Administrative Officers and Department Heads fail to exercise expert knowledge of federal EEO laws. Therefore they are often found in violation or on the end of lawsuits. There need to be changes in Administration across the board at NIH to change its culture.
