Navarro doesn't pay well enough to attract professional staff. All senior employees have found other jobs and anyone left who is capable is expected to pull the load. The few new recruits are entry level with no prior experience and require an enormous amout of time to be trained which cannot be spared. Since there is only one employee left who knows the EPA and DOT regulations for hazardous waste well enough to keep the site in compliance, and this employee is falling apart under the pressure, this employee can fortell this site will have heavy fines levied for noncompliance when he terminates his position in the very near future.
