Pros
Line managers and delivery heads actually care about their directs. This flows all the way down to the projects as well. Unfortunately 'caring' is not an employment criterion.
Cons
Delivery senior management seems to have no say in employee compensation. Can't reward good performers since they need to 'prove' why the employee is good. No leadership or direction from the E-class heads of the service unit. The unit just seems to be coasting along and surviving due to sheer luck.
