Low budget and poor management from HQ and local

Cons
Cost-cutting to a point where projects barely run, and then everyone complain why it doesn't go smoothly and play blame game. Expat factory staff doesn't contribute and doesn't care if the locals don't get experience and have high turnover rate, they get paid anyway. Local management is petty and will cut away any benefits they deemed too good for you and reserve it for themselves. HQ management only listens to select individuals, so their picture of the local company is skewed. Office politics exist both in HQ and locally, many sabotages and deceptions. They want employees that are happy with low salary and low standards, high standard is frowned upon by many and they will bring you down, burning you out.
