Great services, poor management

Pros

Rewarding work. Agency has a good reputation with legislature.

Cons

No career ladders in most areas. No rewards for good or hard work. Raises are nonexistent. Cliquish upper management team. No efforts to retain good employees so turnover is high and workloads increase beyond reasonable expectations as people leave.
