Everything, if you're a contractor looking for a job to go smoothly with your vision of what to do look elsewhere. These people (especially those on the ground) care only about "safety" until their poor management and incompetence leads to everyone rushing to get the job done. Seriously don't hire these people they don't deserve your business or to even be in business. To anyone looking to work here, look elsewhere as well you can do better to make your parents proud as opposed to the "management" who are on these jobs now.
