      Volatile changes make it challenging to maintain consistent focus, especially when expectations shift across multiple reporting managers. Additionally, many capable engineers who have contributed foundational work from the ground up are losing motivation due to the lack of promotion opportunities and the transfer of ownership away from their efforts
