Had phone interview that went successfully and then they called me in for an in-person with the woman who was to be my supervisor. The interview went okay but then after I emailed back both my interviewer and the person in HR who set up the meeting to say thank you I never heard anything back. Another week passed and I reached out again to reaffirm my interest and see if I could get any sort of timeline as to when I would be hearing back about whether I got the position and still no answer. I never heard back from either of them in the end... I would say that it's common courtesy at least for HR to let an interviewee know after two rounds of interviews that they didn't get the position or that they decided to go with someone else.
