Great people, family-friendly, but lack of career track/upward mobility

Strong focus on work / life balance. Excellent benefits package. The people are smart and great to work with. If you love aviation, it's a fantastic place to work. Cons
Limited upward mobility. No real career track in most departments. Salaries are good for Frederick County, but way behind Montgomery and Baltimore Counties. Big appetite for wanting to be world class without the funding to support it. Not all departments are given the same level of support/resources.
