Cons
- Gross overstaffing, even after the cuts, which leads to: - Lack of sufficiently engaging work - BIS is a large organisation with a relatively weak centre, meaning there can be repetition of work between different units, and attempts to create a more nimble organisation don't reach the lower levels.
