Over 50% of the organization is over 50 years of age and there have not been significant number of new hires in almost 10 years. - Many mid-level engineers are still doing the work that entry level engineers should be doing because there are no new hires to train to take over the work. Promotional opportunities are also rare. - Promotional exams give advantage to people with more years of experience regardless of quality of experience or job performance.
