      The cultural value placed on stewardship of the community good runs deep. It's an organization where employees care about each other and the public they serve. Jobs are some of the best in the region. Benefits packages are excellent.

      Cons

      Efficiency and excellence can be hit and miss. This is not an organization for growing a career. Progression through levels is slow and has less to do with skill than putting in time. There is no performance-based compensation.
