Cons
No room for advancement for administrative employees, reached top of scale after only 5 years so no more raises and the pay scale never changes. They don't look at work experience within the organization when applying for internal transfers. You can be fully qualified with many years of experience, but if you don't have the "required" degree, then you won't even be considered. They will give the job to an external candidate with barely any experience instead. The healthcare benefits are expensive and they won't cover your spouse if they can get insured through their employer.
