The DoD contract and money environment is a challenge for everyone right now. The continued effects of sequestration added to Lowest Price/Technically Acceptable (LPTA) contracting is driving down margins and salaries across the board for big and small contracts. That would seem good for the government. However, those influences can force contract awards to low-ball but winning companies that can end up unable to fulfill their requirements within the award price. Eventually, that damages the entire contracting process and especially affects those who act with integrity. Unfortunately, in the near future, it will get worse for DoD and defense contractors before it gets better. Meanwhile, CTC is stuck fighting with everyone else for scarce contracts and money.

Having trouble competing in the market place. While the quality and talent seems to be there, CTC can't seem to crack back into the markets. Losing major core contracts that the company has held for over 20 years highlights how things are going.
