Pros

Great pay in a small town! Benefits are adequate but more of the cost is being pushed to the employees. Technical teams are client focused.

Cons

Constant reorganizations of management - paint and reshuffle the deck chairs as the ship is taking on water! Good ole boy network is alive and well! Little or no training budget - CTC University is a joke! Project and Program Managers are not trained or required to obtain training on how the government (specifically DOD) does business. HR is overstaffed and it is not advisable to disagree with them. You will pay a price! Executive management takes credit for work that they have little interaction with from bringing the work in to actually performing the work. Bonus program encourages cliches. "Friends" are put on proposal teams and recommended for bonuses while technically qualified people are asked for uncompensated input. Layoffs and furloughs are the norm. Most of the highly qualified people leave or a forced out when work is not available. Physical movement of people is disruptive and unnecessary. You are expected to change cubicles on a moments notice without any concern for the work you are performing or the actual costs incurred due to the move. You are lucky if you have firm work beyond 3 months. Nepotism is rampant, while not as bad as it used to be. Business Development Office hasn't brought in any new work and is a drain on corporate overhead dollars. Branding is a joke!

Pros

There are some really great folks that still work at CTC, but that list is becoming shorter and shorter. They have a decent benefit plan for this day and age. CTC also tries to be competitive with salary for most positions.

Cons

CTC has been struggling with how to deal with growth and business opportunities away from corporate headquarters (Johnstown) vs. being close to their customers. In others words, many in very senior management wanted PMs and business developers to win work and haul it back to Johnstown for execution. This created a dilemma and defied logic because most customers are far from PA and want the work executed near them. Also, the Johnstown offices have not generated a reputation within the DoD as a center of excellence for anything, despite many chances to do so. Over the years they allowed some growth outside of Johnstown but kept the people on a very short leash, and only when the few members of Senior Leadership that understood opportunities were much better outside of Johnstown supported the growth. Tepid commitment at best. This spring/summer the company “reorganized” and purged the senior leadership and most of the midlevel leadership that most adamantly supported “non-Johnstown” growth, including the COO, a VP, and 50 other directors. As a result 85%+ of the managers are now located in PA and subject to daily pressure from the clueless CEO and CFO to save money and to bring work back to PA. If you work for CTC are not located in the Johnstown office, well life will not be pleasant. I will not even start on the battles an employee/manager has to endure to get IT, recruiting, contract and HR support for a non-Johnstown office. Awful and bush league.

Exercise in futility.

Pros

Decent benefits? The people that are actually doing the data to day work are excellent to work with. Building the small team environment made the days bearable.

Cons

Too many layers of managers and they all seem to be part of the good ole boy network. If you disagree with the senior management it is time to dust off the resume because you will not be around very much longer. If you are in Johnstown PA you have decent job security because they will cut hours at the offices that are actually doing the work near the client site. Pretty hard to manage programs that are in the NCR from Huntsville or from the hunting fields of Kentucky.
