While the county supports professional development, the departments are naturally small, resulting in career stagnation. This is not as much of a problem for people intending to living locally, but for career-driven employees not attached to living here, it can be a motivator to leave earlier than they would otherwise. The country also needs to root out the bad managers that don't perform and are just defacto managers due to their presence in the county for long periods of time. This is regardless of education, performance metrics, and other qualifications.
